The Russian economy is undergoing a shortage of acute labor resources, and not only working, but experts with digital ownership and other relevant skills beyond the main profession. Such a requirement comes from employers, by the way, not only requires engineers and technology, but also economists and lawyers – not those with a diploma, in the old years that have been too produced, but as possible. And customers help universities improve training.

Regarding how in new practical education programs in legal majors, changing the importance of integrating higher education with the actual field of the economy, Vladimir Bublik, Principal of Ural Law University is named after VF Yakovlev (URGUU).
At the federal level, people have decided to limit the gathering of candidates in specialties without recipients. We are talking about lawyers. In the literal sense, last week, senators approved the bill accordingly, which the State will adjust a receptionist. How much, in your opinion, such a step is necessary? Do you really have low demand for lawyers in the labor market?
Vladimir Bublik: This topic is periodically placed at different levels: proposed to reduce the collection, then to balance the cost of training on the suburbs and budget, other options. In my opinion, this is not a way to help adjust the situation in the labor market. Because the decision will be made, and universities prepare with a lawyer will still remain.
Perhaps in this way, they want to “clean” the ranks of private organizations of higher education? This has implemented Rosobrnadzor and continues to work for the labor market: If graduates do not need to employers, this shows low quality of education. For good experts, the need will always be a need.

I will focus on some facts. The competition when enrolling in our university in a high tradition: If the applicant reaches 230 points when using, he will definitely not switch to the budget, and he will have to compete with other places for a decision -based place. If we are talking about the quality of education, then the staff and pedestrians of the state are no different: they study together in groups and requirements for them are presented the same – both are expelled for “tail”.
Each year we produce about two thousand lawyers. Of these, 80 percent used in the first six months after receiving a diploma. I think this number is very much.
Reducing the number of paid locations can negatively affect the financial status of the university?
Vladimir Bublik: 65 percent of our students today research on the basis of commerce. Mostly thanks to this, we have a good facilities, a strong lecturer. And if the number of paid locations starts limits from above, of course, this will weaken the economy of URGUU, the oldest university in Russia.
Vladimir Alexandrovich, you have repeatedly said that legal knowledge is a powerful weapon, and the question is whose hand it falls. This is also a beneficial argument for legal universities?
Vladimir Bublik: Yes, I am convinced: The younger generation not only needs to provide knowledge and form the professional capacity in him, but also educate him, build valuable guidelines. Therefore, the boys respect the elderly, know the history of their country, honor their origin, love their families and their homeland. To have a wide horizon, they know their rights and know how to protect them. Agree: The patriot will work honestly, he will not use knowledge for the disadvantages of the family, city and the country.
Unfortunately, at some point, the time of education was missed – we felt it by the applicants. Today, education and implementation of youth policies are given priority at all educational levels. The situation is changing: the school teacher has an understanding that they should not only teach but also educate the younger generation. Our partners are more than 40 educational organizations in the region, we are actively interacting with them and see: Adolescents have changed. They become more capable, responsible, ambitious. They know what they want, and work with them much easier.

The reception campaign started very early. How will it go to Urgyu? Is there any expected change in order?
Vladimir Bublik: Together with partners during the school year, we take professional guidance measures, open date, Olympic, competitions. And now, we can say, this work of debugging entered the final stage.
There will be no serious changes in the process into URGUU, but there are features. The experiment is completed and the reception campaign -2025 will be entirely in electronic format -from sending documents to enrollment. This also applies to people who plan to study at a university in targeted areas.

Therefore, the subjective factor disappears, because any high school student, consciously decided to choose a professional path and evaluate their forces, which can be applied to a target quota. By the way, by 2025, our main partners retained the number of applications to train targets at URGUU. Therefore, the Russian Prosecutor's office ordered 170 lawyers to train. Traditionally, high demand for our students is also between laws and law enforcement agencies.
Is there such a requirement from industrial businesses?
Vladimir Bublik: The lawyer is necessary in all areas of the economy. And, of course, universities work with industrial partners, including UMMC, Evraz, Magnitogorsk Immgo Kokonkom, Uralvagonzavod. Moreover, from year to year, this integration has been strengthened. Representatives of large enterprises are immersed in the educational process: they organize students' activities and internships at the workplace, lecture, act at the Asia-Asian Legal Congress, take examinations, in recruitment positions. By the way, one of the last young labor exchange at our university has gathered about 40 employers.
The trends are changing rapidly, as well as the requirements that human resources experts are presenting to the applicant. What, in your opinion, is a new generation lawyer?
Vladimir Bublik: In the spring, the representative of a state corporation met our students and teachers. They speak to what the capacity that a young expert in the field of law should have. The requirements are really high. Because a lawyer not only knows the theory of laws and laws, and how to put it in reality, but also navigate in a digital environment, to understand the specific details of the business that it works, quickly make decisions based on the company's interests. Here, of course, you cannot do without the help of the students. The bunch of university staff only helps to understand what we have to teach students so that they need in public services, in metallurgy, nuclear energy, construction industry and other fields.
A few years ago, Urguu was the one who initiated the establishment of the “Asia-Asian University” Association. How does this project develop today?
Vladimir Bublik: The Association has worked for three years and consolidated nine leading law universities in Russia, Belarus, Armenia, Tajikistan, Uzbekistan, Kazakhstan and Kyrgyzstan. There is attention from universities in India, China and Mongolia.
University cooperation is multilateral, including teenagers' policies, general scientific projects and research, educational programs. For example, Urguu professors come to other countries and lecture on the course “International criminal procedure”. We accept teachers for internships and teaching foreign students.
How the university inter-university cooperation will develop further, we will discuss another day at the Asian Asia Legal Congress, the 18th meeting will be held at Yekaterinburg on June 6.
What is this year's theme chosen to discuss at the Congress?
Vladimir Bublik: The main theme of the National Assembly will be “true and new reality”. In total, 50 parts are planned, on which representatives of the government, businesses, scientists, lawyers and other experts will discuss the implementation of integrated territorial development projects according to the update rules, the construction of student schools based on the mechanism of other issues.
This event is organized with the support of the Governor and government of the Sverdlovsk region and will be held for the first time at Yekaterinburg-Expo. We expect more than a thousand participants from more than 20 countries. I am sure that the conversation will become interesting and timely.
